Your Voice In Government - Builders United In Legislative Decisions

BUILD-PAC HAWAII, the political action committee of the Building Industry Association of Hawaii (BIA-Hawaii), needs you. Through BUILD-PAC HAWAII, the industry has a united voice at the State Legislature and in our City Council. BUILD-PAC HAWAII works hand-in-hand with BIA’s Government Relations Committee (GRC) that screens, monitors, testifies and lobbies on bills of importance to our business.

The mission of BUILD-PAC HAWAII and the Government Relations Committee is to build relationships with the governmental leaders who make the laws and policies that determine how we conduct our businesses. These relationships help us understand legislators and help them to understand our business concerns.

BUILD-PAC HAWAII is the fundraising arm and the decision-making body on support for candidates for elective office.  The Government Relations Committee keeps a scorecard or voting record of each candidate and BUILD-PAC HAWAII uses that scorecard as a guide when interviewing candidates and making their funding decisions.

In recent years, BIA-Hawaii, through the GRC and BUILD-PAC HAWAII, has experienced major successes at the Legislature: in 2004, we passed the Notice of Opportunity to Repair Act (Act 119) which was significant to contractors because they had an opportunity to repair before any lawsuits could be filed against them; in 2005, we passed the One Call Center bill which was also significant to anyone who excavates; in 2006, we played a major role in the Prompt Payment Act (Act 291), and in 2007, we were successful in stopping three major bills (HB853 on Prevailing Wages and HB855 and SB1060 on Workers Compensation) that would have been disastrous to our industry and to business in general. In 2008, the BIA-Hawaii was successful in securing passage of the Contractor Suspension on Public Works Projects Bill and the Environmental Impact Statement bill that helped to determine which agencies must deal with requests for exemptions from the EIS law.
