About PACT

Through the BIA-Hawaii’s Construction Training Center of the Pacific Pre-Apprenticeship Construction Training (PACT) program we have prepared and supported over 300 individuals entering the construction workforce. Through our continued efforts and your support we will continue to bridge the critical skills gap that exists within the residential construction industry by preparing new workers with the basic skills and knowledge to meet the needs of the construction industry today and well into the future.

“How PACT changed my life”

“The PACT Program has prepared me to enter the construction workforce. I am now with the SheetMetal Union and working as an apprentice. The PACT program has helped me by gaining knowledge that is needed to obtain a position in the construction as an apprentice. CTC has done a wonderful job in assisting me throughout this program by providing me with excellent teachers, work facilities and safety training as well as common and textbook knowledge. Before this program was introduced to me, I did not think that it would be possible to achieve any goals that I had for myself, because financially I was unable to attend any type of technical schooling. Today, I have achieved my career objectives.”   - Edward C.

“With the knowledge and skills I have learned through the PACT program, I am currently a member of the Carpenters Union as an apprentice and have acquired employment with a large construction company. This gives me an opportunity to learn more within my new trade and become a successful person in the community, not only for myself but for my family as well. Being a single parent, raising a 12 year old boy is very difficult and demanding. Now with my new job, I have more time to concentrate on my family rather than working two full-time jobs, and still be enrolled in school learning about the carpentry trade.”
- Rhonda K.

“The PACT program has made such a difference in my life that I have gained confidence and more of a belief in myself that I can accomplish my goals in life.  It has also made me stronger in math, something I have lacked all my life. With all this new knowledge, I have learned it also has granted me a new job and career in my life, something I have been trying for years on my own with no success.  By me being in the PACT program has improved my outlook on life and has given me a better chance of success something that I did not come close to, before I started PACT program.  I am now with the Elevator Constructor’s Union”   - Grant S.

"I have always struggled with my education and was afraid to try and learn new things. But, with the help, support, and dedication from the teachers and staff in the PACT program I have overcome my fears and regained my confidence. I also gained the skills I needed to secure employment in the construction industry.  I owe it all to the PACT program.   - Gene P.
